Hightown Housing Association partnered with Neemar Search to appoint a Board Member with significant expertise in Treasury and Funding at an important stage in the organisation's growth. Managing more than 9,300 homes, with ambitions to exceed 10,000 homes by 2026/27, Hightown was continuing to invest in new affordable homes whilst maintaining strong financial resilience across an increasingly complex operating environment.

The appointment followed the departure of an existing treasury specialist from the Board, creating a critical skills gap within the Funding & Investment Committee. The successful candidate needed to bring extensive experience across corporate finance, treasury management, liquidity, covenant compliance, funding markets and financial risk, whilst being capable of translating highly technical financial issues into strategic Board-level discussion. At the same time, Hightown was preparing for its first Consumer Standards inspection, managing significant investment in existing homes and navigating continued market uncertainty around interest rates, inflation and development funding.  

The Board wanted someone who could provide independent challenge, strengthen financial oversight and bring confidence to future funding decisions, whilst complementing an experienced Board and supporting a relatively new Chief Executive through the organisation's next phase of growth.

Leveraging our specialist treasury network, Neemar Search undertook a comprehensive search across housing, banking, private capital, infrastructure and financial services. Drawing upon relationships developed through previous treasury appointments for organisations including Southern Housing and Orbit, we identified senior treasury professionals with experience of debt capital markets, institutional lending, refinancing, covenant management and long-term funding strategy. 

Rather than focusing solely on existing Non-Executive Directors, we targeted senior executives with extensive Board exposure and significant treasury leadership experience who could transfer their expertise into a governance environment. Candidates were rigorously assessed against technical capability, governance potential, strategic judgement, stakeholder management and values alignment, ensuring they possessed both financial credibility and the collaborative behaviours required within Hightown's Board culture. 

Throughout the campaign, Neemar Search worked closely with the Chair and Governance Team, providing market intelligence, advising on candidate availability and refining the brief as the search progressed. This collaborative approach enabled the Board to consider an exceptional range of treasury leaders from both within and beyond the housing sector.

Hightown appointed Stephen Valvona, an accomplished treasury and private capital specialist with more than 20 years' experience advising organisations on complex funding structures, institutional investment and capital markets. 

As Senior Director, Private Capital at MetLife Investment Management, Stephen originates and structures debt private placements across the UK and Europe, working with major corporates, infrastructure organisations and regulated businesses. Previously, he spent over eight years leading the UK Private Placements team at Lloyds Bank Corporate Markets, where he advised on funding strategies across corporate, infrastructure and social housing organisations, developing extensive expertise in long-term debt financing, treasury risk and institutional capital markets. Earlier roles at Barclays and Citigroup further strengthened his expertise across treasury, financial markets and corporate finance.

Stephen's appointment brought exactly the capability Hightown was seeking. His deep understanding of treasury strategy, funding markets, covenant management and financial risk has strengthened the Board's oversight of long-term financial resilience, whilst providing valuable external challenge to executive decision-making.
