Managing over 22,000 homes across West Yorkshire and employing almost 1,000 colleagues, Incommunities was delivering an ambitious Corporate Strategy centred around creating the best customer experience while investing in safer, more sustainable homes.

The Board recognised that the increasing complexity of building safety legislation, decarbonisation, asset investment and regulatory expectations required additional specialist expertise around the Board table. The successful candidate needed to provide strategic oversight of the Asset Management Strategy, offering assurance on building safety, compliance, procurement and investment decisions while supporting the organisation's transition towards Net Zero. The appointment also required someone capable of challenging constructively at Board level, balancing commercial decision-making with customer outcomes and long-term value for money.

Working alongside Dynamic Boards, Neemar Search designed a structured executive search campaign focused on identifying exceptional Board talent from across the housing sector. 

The wider Board recruitment campaign attracted over 250 applications, demonstrating both the strength of Incommunities' proposition and the effectiveness of a combined executive search and governance-led recruitment approach. Every candidate was assessed against a consistent evaluation framework considering technical expertise, governance capability, values alignment, strategic judgement and Board readiness. 

For the Asset Management appointment specifically, 19 senior asset management professionals were evaluated before six candidates progressed to in-depth interviews with Neemar Search. Assessment focused on strategic asset planning, building safety, compliance, investment planning, governance experience and cultural fit. 

Building a representative shortlist remained central throughout the process. The final panel achieved: 

  • 50% candidates from ethnically diverse backgrounds 
  • 100% female representation 
  • 50% candidates with lived experience of social housing 

This ensured Incommunities benefited from both exceptional capability and diverse perspectives.

The process concluded with the appointment of Andrea Joseph, one of the housing sector's most respected asset management leaders. 

Andrea brought more than twenty years' experience delivering strategic asset investment, compliance and building safety programmes across some of the UK's largest housing organisations. Most recently Director of Asset Management at Peabody, she held responsibility for approximately 109,000 homes, overseeing annual investment budgets exceeding £100 million, long-term asset planning, estate regeneration, building safety compliance and regulatory assurance. 

Her previous leadership roles at Catalyst Housing further strengthened her experience across stock investment, sustainability, refurbishment and strategic asset management, while existing Non-Executive appointments provided proven governance capability and a clear understanding of the distinction between executive leadership and Board oversight.
