As one of the UK's largest housing associations, managing approximately 46,000 homes, supporting 100,000 customers and delivering an ambitious growth agenda, Orbit required exceptional treasury leadership capable of supporting both immediate financial priorities and the delivery of its long-term corporate strategy. The organisation maintained an A3 Moody's credit rating, approximately £494 million of available liquidity, a 99% fixed-rate debt portfolio, and significant access to both bank and capital markets funding. Protecting this financial strength whilst supporting future investment programmes required specialist Board expertise.

The appointment coincided with a pivotal period for the organisation. A new Board Chair, refreshed Executive Team and ambitious 2030 Strategy were reshaping Orbit's strategic direction, with commitments to deliver one of the best customer experiences in the sector, invest heavily in existing homes, build thousands of new affordable homes and strengthen operational performance. Delivering these ambitions required sophisticated treasury oversight, disciplined capital allocation and continued access to diverse funding sources whilst maintaining robust financial resilience. 

Orbit specifically sought committee members with deep expertise across debt capital markets, treasury strategy, corporate finance and institutional funding. Candidates needed extensive experience of raising debt across public and private markets, managing complex treasury risk, understanding sustainability-linked finance and providing independent oversight of funding strategies within large, regulated organisations. The successful appointees also needed the credibility to challenge executive decision-making constructively whilst supporting long-term investment decisions, refinancing activity and the continued evolution of Orbit's funding strategy.

Recognising the highly specialist nature of the appointment, Neemar Search undertook a targeted international search focused specifically on senior leaders operating within debt capital markets, investment banking, corporate treasury, ratings advisory and institutional finance. 

Rather than limiting the search to housing, we deliberately mapped talent across global investment banks, advisory firms, institutional lenders, credit rating agencies and treasury leadership communities. This enabled us to access individuals who possessed exceptional capital markets expertise whilst bringing fresh commercial insight into Board discussions. 

Our research extended across organisations including global investment banks, the major accountancy firms, infrastructure investors and specialist debt advisory practices, identifying leaders who had successfully originated and executed complex funding transactions across both public and private debt markets. We also leveraged our established relationships within the treasury community to secure introductions to individuals who would not typically respond to traditional Board recruitment campaigns, significantly broadening the quality and diversity of the available talent pool. 

Each prospective candidate was assessed against a detailed competency framework covering debt capital raising, liquidity management, funding diversification, treasury governance, investor relations, ESG financing, risk management and committee leadership. Particular emphasis was placed on individuals who had advised or executed multi-billion-pound financing programmes, maintained relationships across banking syndicates, institutional investors and rating agencies, and demonstrated the judgement required to operate effectively at Board level. 

Throughout the campaign we worked closely with Orbit's Chair and Governance Team to continually refine the search, providing regular market intelligence, benchmarking candidate capability and advising on emerging trends across treasury leadership. This collaborative approach ensured candidates possessed not only outstanding technical capability but also an appreciation of Orbit's social purpose, governance culture and commitment to delivering long-term value for customers. The result was an exceptional shortlist comprising some of the UK's leading treasury and debt capital markets professionals.

Orbit successfully appointed Cécile Montfort and John Miesner, bringing together two internationally recognised debt capital markets leaders whose combined expertise significantly strengthened the Board's treasury capability. 

Cécile Montfort joined from Crédit Agricole Corporate & Investment Bank, where she serves as Global Head of Debt Capital Markets for Financial Institutions. Leading an international team of 25 specialists, she advises major financial institutions on complex funding strategies, hybrid capital, sustainable finance and capital optimisation across global markets. Her previous leadership roles at Société Générale and Moody's Investors Service provide an exceptional combination of issuer, advisory and credit rating expertise, together with deep knowledge of regulatory capital, funding structures and institutional investors. 

John Miesner brought extensive experience from the corporate debt advisory market, serving as Global Head of Debt & Capital Advisory at Interpath Advisory after previously leading KPMG's Corporate Debt Advisory practice. Throughout his career he has advised on multi-billion-pound refinancing transactions, sustainability-linked financing, acquisition funding, capital markets issuance, private placements, restructuring and complex corporate financing. His experience includes advising major listed businesses, institutional investors and infrastructure organisations, alongside establishing and growing one of the UK's leading debt advisory teams from a single individual to more than fifty specialists operating across five international jurisdictions.
